The president doesn’t control monetary policy (at least not directly). The president appoints the chairman of the Federal Reserve, who directs monetary policy. Bush appointed Ben Bernanke, and Obama has promised to continue yet another of Bush policies by re-appointing Bernanke. Romney has said he wouldn’t.
