Given that the technical definition of a wetland is so incredibly loose that dummies the country over have tried to claim the driest of lands are “wetlands,” it’s not impossible. The definition is any land that has water on it during some part of the year. By that definition, even the Mojave’s a wetland.

It’s possible. I recently found a small frog in my long neglected gutters.

I hope the government doesn’t see this, it might give them ideas.

ACK! My yard is a wetland – do I have to give up mowing?
@ olddog1 – I hope that frog isn’t an endangered species.

This gave me a giggle – after a really bad year where hubby was too ill to clean the gutters and I was too busy working and taking him to doctor appointments to take care of it I realized the following spring that I had several small oak and maple trees growing. Maybe I should have applied for a protected forest designation ;-)

With this being a protected wetlands area do you have to purchase an entry pass each time you come and go or can you get a yearly pass?

No, he’s not. And Paul, the government’s idea isn’t so far from this already.
