The same pastors who say that usually endorse tithing, vs. giving from the heart. Tithing is a duty under the mosaic law. Giving from the goodness of your heart is a new testament idea.

A tithe is not a tax. The tither believes that he is joyfully offering back to God the first fruits. Giving to the government is giving to the government.
