I may be wrong, but I believe Mr. Danziger is referring to the relative calm and progressive Iraq that existed before the Gulf wars. Women had more rights than in most Muslim countries today, Christianity was accepted by most, the citizens had 24 hour electricity and utilities. It was quite hospitable to foreigners. There were no terrorists beside Sadaam and his family. HW’s ambassador with the remark that we had no interest in Kuwait started the whole thing.
Simple fact is, bad as he was for some, pre-GHW’s war, and failure to support Shia in the south, the majority of Iraqis WERE “better off”. When we screwed up in 91, it started the REAL oppression, like draining the wetlands in the south, and other “actions”. It wasn’t JUST “W” trying to get even for a proposed “hit” on the old man. But the Cheney/Rumsfeld policies idiot Bremmer implemented certainly didn’t help either.
I’ve generally thought of the ‘91 Gulf War as a necessary evil . . . like it or not, the world could not allow Saddam’s armies to roll on down the south side of the Gulf – Kuwait, Saudi oil coast, Bahrain, Qatar . . .
Saddam Hussein first became a US ally during the Reagan administration as a bulwark against Iran. He remained an ally even after using poison gas against Iranian troops and his own Kurdish citizens. He remained an ally until he ‘betrayed us’ by invading Kuwait.

U.S. Ambassador to Iraq, April Glaspie, in fact used those very words to Saddam, thereby o.k.ing the Iraqi invasion.
