Mongrels can look like that. But Pluggers don’t necessarily have mutts — they just necessarily have dogs from a friend, shelter, or rescue program (rather than a breeder, pet store, or puppy mill).
Pluggers are dog stalkers.
Pluggers also get purebred puppies as gifts from their kids. I had Westies for years, but I suppose I’m just a Boomer, not a plugger
