Hot-key combinations can be coded into a program, so CNTRL-ALT-F5 could easily be in a Windows program. I remember poking around in the program code of a Pop-up Utility that I liked called “Sidekick” because the Hot-key, which coincidentally was CNTRL-ALT, to bring it up conflicted with something else. I managed to Hex-edit it to something that didn’t conflict…
