Myself, I prefer not to engage in a lot of small talk during the haircut because of the possibility of me getting hair in my mouth while I’m talking. Before and after the haircut, however, I don’t mind saying anything.
Mr. Barber, you’re not doing it right; you’re supposed to throw the cape around him when you ask How’s it going? as if to imply you’re not really expecting an answer. (I believe it’s called “small talk.”)

“Do you mind if I just sit quietly and relax while you cut my hair?” I find most hair stylists are happy to get a break from making small talk.
