    HOA rules can be obsurd and those who enforce them even more so, but it does keep up appearance and property value.A couple’s wooden arbor that had been in the garden from day one, rotten, they replaced it with the same type of wood, design, etc., and were fined for not asking permission, made to tear it down and replace it with the identical arbor that was torn down and replaced with identical.

    HOAs are a foreign concept for me. Just out of idle interest are their fines legally binding? Especially if it is your own private property, and no public safety issue arises.
