How bad a problem was this if they had to pass a rule/law and have a sign made?
Lacking a means of stabilization into the wind, an untethered kite is just going to tumble and fall.

The kids I went to school with in Malaysia used to fly kites with powdered glass coated strings – the object being to tangle your kite around another’s and cut his string.
This park is in violation of anti-kite discrimination laws, as passed by the Lio NAC*, 2018, section CP.2….
*NAC: Nuclear Arsenal Committee (Lio, Cybil, & Ishy, who determine the targets for future Lio nuclear missile attacks).
