According to the original patent for rolled toilet paper granted in 1895, the paper is to go over the top of the roll, not out from behind.

Whoever doesn’t change the paper (or at least put out a new roll) should be forced to use their bare hand and then lick the hand clean.
Tell that to my wife. She’s the one who puts it on the counter instead of the roll holder
