I would recommend the BSF or Border security Force as envisioned by Dale Brown in his “Hammer Heads”. Name and function taken from the Hammer Heads from the Prohibition of alcohol police units. Only with V-22 Ospreys involved and off shore scanning stations for whole container ships put in place. Made up initially of former DEA, police, military, Coast Guard to man it. Use of offshore bases as well.
