This is actually the latest thing in cable TV. Your DVR doesn’t record your show for reasons known only to itself, and then you have to watch it on demand, with the fast forward disabled.
If you want the true ’70s experience, remove your glasses. That vaguely moving blur is exactly what we saw on TV back then. LONG LIVE 4K!!!!
