The world has not been having or preparing for nation-state wars for some time, North Korea being the exception in their making overtures against Japan. Most of the strife has been from dissidents and terrorists.
We do have a problem with terrorists, especially those who are being spawned locally and we should be focusing on how to find and eliminate the root cause(s) rather than arming for a nation-state war which would probably not be effective in deterring agile terrorist groups.
