    According to Kichka and the cranes he’s drawn, I’d say he’s blaming whoever authorised new illegal Israeli settlements in East Jesusalem.

    And what authority does Israel have? Might is right?
    Even your country does not recognise Israel’s claim to the entirety of Jerusalem, since 1948 even. It, like other countries, has its embassy in Tel Aviv.

    The International Court of justice has no authority over member states except what a member state allows.

    What is the authority of the world court? The U.S. has never ratified the United States as part of the court and I don’t think Israel has either.

    Israel, like the USA, has signed it but not ratified it. However, since no country has recognised Jerusalem as its capital and its annexation of East Jerusalem, it remains illegal. You can argue it is a fait accompli and the ICJ has no jurisdiction over it since Israel has not ratified it, but it still does not make it any more legal. Hence the powder keg Kichka, an Israeli cartoonist, has drawn.

    We could start with the original provisions of the Hague in 1907, the fourth Geneva convention article 49(6), the Camp David Accords, the Oslo Process has a few things on it, the Madrid Conference I think has some items on settlements, the Camp David 2000 summit ended without an agreement because of Israeli constant army patrolling of illegal settlements – discount it if you wish, but it certainly had influence, the Faisal–Weizmann Agreement certainly implies there wont be Jewish invasion of the areas across the river, etc. And about a million UN statements, which Israel ignores despite being a member.
