I disagree. You find plenty of Pluggers at the Waffle House on a regular basis.
Perhaps it would be more accurate to say a plugger is out if his/her comfort zone if the menu isn’t laminated.

Went to IHOP today!
We get pluggers galore at the restaurant where I cook: A lot of them come in every day, and order the same thing. We know what they want and start cooking it as soon as they come in.
Guy’s at my gym talk about which restaurant has senior discounts today.
