Chip: First you criticize the President for going beyond the constitution. In this cartoon you ridicule him for not going beyond the constitution. These proposals are part of the reserved powers of the state. So which is it? Should he go beyond the constitution or not?
It takes the Congress to write laws. The president has no power to do so, he can only veto or encourage passage of a new law. If you want to blame somebody for the lack of progress in the last eight years, responsibility lies with the Republican controlled House of Representatives who shut the government down and spent most of their time with endless Congressional investigations that end up going nowhere.
Obama’s name is not on the ballot, but our progress is. Our tolerance is on the ballot, our Democracy is on the ballot and justice is on the ballot. Clinton’s statistical advantage obscures concerns about voter turn out. President Obama has grown exasperated with the racist Trump campaign and is determined to warn his supporters about the dangers of failing to turn out and essentially ceding the presidency to Trump. “this is not the first generation to be frustrated and not voting is not a viable nor intelligent strategy.” -Marc H. Morial, the chief executive of the National Urban League
Greater employment opportunities would do a lot to improving the lot of African Americans. Infrastructure spending would provide jobs and enhance badly needed infrastructure, but that would require spending by Congress which would not happen while credit might go to the Obama administration. One of the great failures of this Congress is not borrowing for infrastructure development when interest rates are at an all-time low. It is a great opportunity lost.
That’s a bit disingenuous. These are not problems that a president can solve on his own with a wave of his magic wand. He needs a Congress that wishes the best for all of the people of the U.S.A.

Actually, 2 out of the 3 items mentioned are not in the power of the president to provide.
