Uh, Bush added 32 new agencies in “streamlining” the Dept. of Homeland Security. That is the REAL truth behind “shrinking government” under Reagan as well. While field people doing the actual jobs did get riffed, the number of political appointees at the top, did nothing for “us” , but their numbers soared. “Grade creep” became a real problem, because those very political appointees came in at the top, transferred to Civil Service, and stayed.
Regardless who paid, it was stupid PR. In the midst of a recession with high unemployment it was not the time to do a total makeover of your private office.
