In my state, the law mandates XXX hours of classroom learning time per year per student. It’s up to each town and school system how they meet that target; longer days, earlier start to the school year, fewer holidays, etc. Snow days can affect the outcome, usually by extending the school year at the end.
In NYS there are 180 days required per year (3 of which can be teacher conference days). Schools out here on Long Island (and there are lot of different school districts – each community has its own district) generally starts the Wednesday after Labor Day (2 days after) and in NYC it generally starts Monday, a week after Labor Day – a difference between the 2 of 3 days, as NYC generally does not have snow days in their schedule as local schools cover a much smaller area due to the population density and those going to schools outside of their local area can take the subway – which closes down rather rarely.
There a number of days given off during the year here which are not elsewhere – the Jewish High Holy Days (3 days), Passover, Good Friday, Eid, in NYC – Chinese New Year and so on. In NYC it is up to the local school which of these religious holidays it closes for, based on local population. There are 2 days off for Thanksgiving. There is a school vacation starting on Dec 24 and ending on Jan 2. There is another school vacation the week starting with Washington’s Birthday (still the legal name – not President’s Day), a week in the spring for Easter/Passover – sometimes this gets split if the holidays are not close in time, Martin Luther King Jr. Day, (LIncoln’s birthday is a legal state holiday, but generally there is school), Memorial Day and I am sure I have forgotten some holiday. School ends the next to last week in June when the state Regents exams are given to high school and some junior high students. (It ended last week of June when I went to school in the 60s and 70s.)
I was shocked to find out that other places start their school in August – it is too hot here in the north to start school in September, and I would imagine even hotter in the south to start in August.

In my experience. Schools have always started in September.
