This is the problem with so many pundits today. The tell you there is little/no risk to, insert your concern here, while living a lifestyle that removes them from that risk.
Winter here makes no difference to the mosquitos unless you’re fortunate to live in the sierras. Although, winter is normally our "dry’ season and the little buggers don’t thrive without moisture – particularly, standing water, they are still around ponds, canals, and polluted, sluggish rivers – like the ones in Brazil.

Most cities/states/countries go bankrupt after hosting the Olympics, but with Rio they are bankrupt before the Olympics even begin.

that’s the same latitude as Cuba. Mosquitos are probably never dormant.
