    The trouble with open book tests is many/most students spend so much time looking up each answer that they don’t finish the test.

    In my Air Force tech school, most tests were open book, since on the job we would have them for reference and finding answers was the nature of the job.

    in a key subject in EE college it was open book but it didn’t make it less difficult as problem with 2 pages of difficult complex numbers and floating point calculations and if you made a mistake in 0.0001 class the whole problem was wrong!not to mention you had have previously done the problem by yourself lots of times as you had to take care of units and convert them to what each formula needs.
