Actually, when I was in elementary school in Maine, in the 1950s, “E” did stand for “Excellent”. Below were “Satisfactory”, “Needs improvement”, and “Unsatisfactory”. In addition, there was a second score from 1, for “working hard”, to 4, for “hardly working”.
In Junior High, it was the regular old A, B, C, D, and it was E, not the more usual F, for failure. That seems to be the case here.

Interesting that people used to be graded for “Deportment” (i.e., behavior and appearance). Maybe we need to bring that back.
