A paradox, California needs thoughtful, pragmatic solutions to drought, infrastructure, low-cost housing, etc and could have access to some of the brightest minds in Silicon Valley (e,g. in lieu of taxes), but instead has political ideologies taking precedence in solving problems.
We have had a budget surplus since January, 2015, so this isn’t new. Jerry has had a lot of pressure to spend it but he knew that there would be action by the Fed on interest rates that would put a damper on the stock market. California is one of six states that tax capital gains as regular income. Since the stock market is in free fall there will be a large reduction of taxable income and that surplus will dwindle. So, he is hanging on to the surplus until the market has finished it’s correction.
Like a lot of Benson’s work, this makes little sense. My best guess is it’s a jab at Jerry Brown’s drought relief program that mostly went toward better regional water management, but also included aid packages for stricken communities. Rice & beans, but no mention of the pasta or fresh produce. I’m sure that wasn’t meant as an anti-immigrant joke.
