    Now there’s an exciting story line!! So looking forward to the next few panels. Let’s all hope that this is NOT a teaser and everything goes back to normal, leaving us guessing. My guess is Cuba, Venezuela or Mexico judging by the military presence in a social matter say about 30-40 years ago.

    Okay, it was obvious to me. When Capt Ruiz was young she was in a country/situation that was run, but among others, a commissioner who instilled fear in people.

    She does not want to be the police commissioner as a result of her childhood experience wherever she lived.

    Did you miss the word “commissioner” in who wants to hand her over? Where she was does not matter, just that to her “commissioner” is a bad person.
