I am guessing it is a shaving brush (at least that is what I am going to assume). Fortunately, I don’t have use for those….. haven’t for many decades of letting my hair/beard/mustache/fur (whatever name you choose to give it) be free to grow in its natural fashion.
Mom and I went into an antique shop once and found a nut grinder just like the one at home (but in worse shape) for $20. We had a good laugh. I still have the grinder although don’t use it any more since I bought a bigger one.
