Not really. He never has a plan. He promotes what the conservatives want to hear. Like building the border fence, he said Mexico will pay for it. Really, why should they ever want to do that. He is through and through a snake oil sales guy. All promise no clue on how to do it.
Trump is just saying that the WH and Capitol are incompetent. Who disagrees with that? When terrorists are murdering in USA, it is reasonable to pause our bureaucrats until things are corrected. Then the flow of safe people can continue.
