Throw enough puns out there and some are pretty funny, although it took me a moment. Do parents still tell their kids to use their “inside voices”?

Kaputnik gave you a clue…inside voice/insight voice.Now my question is when someone says “Fail”, are they speaking of their own limitations in not understanding the joke, or the failure of the cartoonist in reaching an appropriate level for his/her audience. Example of the first one:
