The meows are superfluous. The pizza guy knows what to do by now when Jon’s number calls.

Don’t worry. The pizza guy knows how to get the order “purrfect”.

We don’t know who’s on the other end of the line. There’s no reason the pizza place couldn’t have their own cat to take Garfield’s orders. He marks them down by putting his paw on an ink pad and marking up a menu. And they already know the address.

If there is a cat on the other end, it may get delivered.

In all the years that Garfield has been in syndication, this is the first time I’ve noticed explicit indication that Garfield’s thought-speech a) isn’t understood by Jon and b) is actually just meowing. I’ve often wondered if we were required to engage in a suspension of disbelief at a talking cat or assume that the Garfield universe worked basically like ours. (The fact that he goes to movies with Jon, for example, indicates that the former may be true.) I’ve always concluded that the ambiguity was part of the charm of the strip.
