I’m not sure an uncle-niece relationship would qualify as incest, not least because there may be no common blood. I never thought of that when I saw the cartoon, but one of the key things with humor is the unexpected. dblasseter74 certainly brought in the unexpected!
The best bet for a topical incest gag would be something with Old Father Time at New Year. ‘Father Christmas’ is too old a name these days. And perhaps something about Mothers Day being nine months after Fathers Day could appear one day?
As for Uncle Sam here, perhaps he’s hoping she can yank his doodle just dandy.
