Other than the fact “sum” folks don’t want to pay sufficient taxes to maintain and train a full time police force, that warning sign should simply never exist. “Human failure” will continue to happen, even with training, but it does fall back on “put up, or shut up”, when it comes to protective services.
And of course there’s always “You get what you pay for.” (But that only applies in politics today.)
