Cho is showing his age to a small degree. Many men dare not ask a co-worker because of the civil problems. Heck, at California universities a man can be expelled from the university just on the word of a woman.
Nowhere in the country is it against the rules to politely ask someone on a date and, if refused, to act like a normal adult rather than a dissed teenager.
I think they did go out once…..when the strip was still kind of new and Frank was WAY smaller than he is even now….he brought along some “list of neat stuff to talk about” or something, I think…….this should’ve been easy for him to do just anytime by now but that’s life in Liberty Meadows for ya!!
And boy, are his glasses lenses REALLY far apart today!!

I thought I saw a strip where they went out to a restaurant and they sat there awkwardly both thinking the other one wasn’t having a good time.
