He might be one of those poor dogs who’s owners don’t like dogs to do anything & thus chain them to the dog house. At least he does have the house, some are just left chained out side to deal with whatever weather comes along.

Poncho has his “Tree of Shame” when he’s been naughty. That’s where he’s tied up. It’s all very shameful.
