I love these conspiracy theories. Especially when they are twisted around to blame the President. The reasoning is beyond comprehension. I guess the conservatives are having withdrawal problems since they haven’t been able to invade and start a war recently.

Was President Bush running the legislative branch? That is, the branch that actually passes legislation? His involvement in this Democratic-sponsored law consisted of signing the larger bill of which it was a small part. -It is also significant that there was no surge of child immigrants in the years immediately following passage of the act.
