This is, of course right until the point when the hero being shot progresses the plot line. Then the shooter gets a great shot, but not quite a kill shot, and instead of shooting again, or making sure the hero is dead, he just runs off.
I like how in most FPS video games, 2 or 3 shots will kill an enemy, but your character can take 4-6 shots and be fully healed if they just wait around behind a wall for 5 seconds.
Storm Troopers – Worst shots ever! If a bad guy gets shot, he dies right away, whereas the good guy lingers long enough to tell everyone his life story.
