California proves that citizens write bad laws. I don’t know of another polity where citizen initiatives can not be modified AT ALL by the legislature. They can’t be modified or repealed except by another proposition, or maybe a court if the law is unconstitutional (like Prop 8).
It was voter propositions that cut property taxes, among others, and another that requires a 2/3 supermajority for any bill increasing revenue. With the contentious nature of the Assembly (worse than even the US Congress), increasing revenues is impossible.
Recently, another voter proposition mandated building the bullet train. Unfortunately, there were no associated waivers of the tax restrictions, so Brown MUST build a Bullet Train, and he has to do it from current, overstretched revenues. Don’t blame Gov. Brown—pity him for he has been put in an absolutely impossible position.
