He dips the whistle in the glue when it’s all rolled up, so the part with the glue wouldn’t be anywhere near the hamburger (which is a good thing for Chazz). If Poncho had dipped the end in the glue to be able to stick to the burger, then when the whistle rolled back up, it would just stick to itself.
