This is, of course, based on right-wing nonsense. The only “waiver” was to overcome a poison-pill amendment the Republicans had jammed through that would have made it illegal to fund regular health insurance as they had in the past.
Your strip is right on, but this is nothing new, the Dems change anything they want through executive order and the main stream press says nothing.
