Brutus: Sigh...it's complicated.
Running from having a real 8 to 5 job, running to a job which has a total working days of maybe 2 per year and paid vacation the rest of the year, running to study the “climate change problem” in Hawaii or Jamaica for two months………….
I do also think it is state, not federal law that dictates headlights on when raining. I think that the term burning your headlights goes way back to the very early days, when headlights used burning kerosene or carbide to power them.

In NC it is state law that headlights must be on if the wipers are on. That does not apply when the wiper is on delay, only full on.
