BTW, check out the indictments, CONVICTIONS, and sadly, pardons, from the Reagan administration if you want a real collection of “dirt bags” that got away, literally, with murder.
Since you wrote “your country” I assume you are not a US citizen. To explain, the police are funded locally not by Washington. So if US citizens withhold federal taxes all that is harmed is the staggering federal bureaucracy. The police still go about catching bad guys.
