Getting back to the strip, I think skating in the halls is awesome, just create more spill-resistant garbage cans. And, if one does spill, take ownership of the matter and clean it up without being asked.
As said before in this forum, the sign said nothing about skating. Although it looks like the present sign was just taped over another sign, probably one saying no running or skating in the halls.
