As long as the leaders take the legislators with them (for horrible experiments, preferably).

I once read a cartoon where the worlds leaders were hoaxed into believing that a nuclear attack was imminent, so they retreated to their underground shelters. Meanwhile the rest of the world was living a great life with cheap food, and low taxes.

World leaders are LIZARDS! Lizards, I tell you. The Internets say so.
