    “To stiff” means to cheat out of money owed. Maybe a play on stuffing and stiffing? That’s all I can think of.

    A lot of restaurants charge extra for substituting a baked potato for a standard side item. I think the implication is he would pay the increased price of the meal by reducing the size of his tip to the server.
