    Some people already covered it, most people would not be insurgents or rioting or anything to begin wtih if they had modern luxeries, such as electricity. Best way to keep a population in line is to give them stuff. If they have nothing better to do that is when you have to worry. You take away jobs, you take away modern luxuries or prevent someone from getting them, you just created or helped create a terrorist or insurgent.
