The General: Oh? Miss Overdunne: Should one of the residents stray beyond a gnome, a signal will be sent to our security office. The General: Well...cheaper than barbed wire and guard towers, I'd guess.
A friend of mine was in an assisted living community. After he left the grounds, they made him wear a bracelet. All the doors that led outside would lock when he got near, and secjrity would go get him if someone else held the door for him. Then they could block off most of the building to him.
