He didn’t understand it, it didn’t say any “very nice things about me,” and technical information tends to be rather dry reading so he probably had someone attempting to explain to him the gist and content of the report. Since that would take time away from watching his troops teargas children or cozying up to his masters Putin, Un, bin Salman, et al, he just got bored. “I don’t believe it” means “ignore it and it will go away.”
