That cap is actually from the original book. The owner may call the monkeys up to 3 times and they must obey. Ownership passes to Dorothy after the witch dies.

Finally, the cap that controls the monkeys. In the book, Dorothy gives the cap to the king of the monkeys so he will never again be controlled by someone else and they fly off to their own land within Oz.
