It is illegal. It is called mail and wire fraud. Why they have not been prosecuted is because the current administration was scared the economy would collapse if all the big bankers were in jail. To big to fail also means to big to send to prison where they belong.
It’s like what “Citizens United” did for political investment, using the money the stole from you with hedge funds, to rewrite regulations so they would not be “technically” stealing from you. So please, don’t object when they steal your fillings to cash them in. Why else would they drive gold prices up?
