Corruption is a natural component of all governments. It would be maddness to require a corrupt free government. What is necessary is a functionally corrupt government, kind of like the USA.
Well Dubai wasnt a corruption issue (although no doubt there is corruption there) it was a debt problem where the country ran up too high a debt and then saw assets plummet since all those terrible american companies the shieks invested in started to plummet.
