    Rich foreign power… probably not the US, but wouldn’t the two henchmen also refer to anywhere besides their own country as foreign? For all we know, it could be France!

    About the language issue: My theory is that the foreign henchmen ARE speaking their own language. The comic’s writers are being very considerate to us English-speaking readers by providing us the translation. This often comes out sounding stilted and weird – each language has its own syntax conventions and dialects, word ordering, sentence structure, slang, etc, that doesn’t cross cleanly into other languages, especially if you’re just doing a quick-and-dirty word-for-word translation.
