What surprises me the most is that it’s a Russian cartoon. Unless a marching bear with fatigues has a very different meaning there…
^ Probably. I got toaster’s reference, I even bought a Smokey teddybear when I visited a US state park but the above ‘toon has me stumped. Nuclear disarmament talks? But wasn’t that news back in June?
I think Russia just reaffirmed their right to first use of nukes, is that what the reference could be?

Appears he is walking around tough, testing nukes just in case. Russia uses the bear as its symbol.
