I suppose it means that the nerdy guy on the right would be the type that still have the old fashioned ‘over the airwaves’ tv and would not be interested in computer stuff or the like….no?

Maybe that single hair sticking out of his head is supposed to be analogous to a TV antenna. The comic is certainly ambiguous.
